e-Devlet document issues

In the final step of the account verification process on Paribu, you are asked to upload a residence document obtained via e-Devlet. If you cannot find, upload, or have the document rejected, the steps in this article can help you resolve the issue.

Are you having an issue with your e-Devlet residence document?

The most common issues at the address verification step are not finding the correct page on the e-Devlet portal, the document exceeding the last 1-month validity period, the barcode on the document not being readable, and trying to upload a file other than PDF. Below you can find the solution for each issue step by step.

I cannot find the correct page on e-Devlet

The residence document is located under Civil Registration and Citizenship Affairs on the e-Devlet portal. A direct search for "ikametgah belgesi" may show different results; follow these steps to reach the correct service:

Log in to e-Devlet
Open the Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama (Residence and Other Address Document Inquiry) service
Select for whom the document will be obtained and tap Continue
For the Reason for issuing the document section, select Submit to an Institution and type Paribu as the institution name
Download the document in PDF format with the Download File button

Note: You can reach the relevant service directly by typing "yerleşim yeri belgesi" in the search field on the e-Devlet home page

The document has exceeded the last 1-month period

The residence document to be uploaded to Paribu must be obtained from e-Devlet within the last 1 month. Older documents are rejected with the warning "This document is older than 1 month".

If your document has expired, follow the steps above to download a current document from e-Devlet. Each query produces a new document with the current date; no additional fee or application is required.

The document must be in PDF format

Only PDF format is accepted in the address document upload. If you try to upload a different format (e.g. PNG, JPEG, HEIC), you receive the warning "This file format is not supported. Please upload your document in PDF format".

The document downloaded from e-Devlet is in PDF format — upload the file you downloaded with the Download File option directly
Do not upload a screenshot or photo — only the original PDF generated by e-Devlet is accepted
The file size cannot exceed 10 MB — larger files are rejected

The document is not visible on e-Devlet

If the residence document is not visible on e-Devlet, there may be an issue with your address record:

Address record may not be current: If your address registered at the civil registry office has not been updated, the document cannot be generated. In this case, you need to update your address by applying to the civil registry office
Refresh your e-Devlet session: Log out and log back in on your browser
Try a different device or browser: Display issues with e-Devlet services may occur in some mobile browsers

The document was uploaded but could not be verified

If verification does not complete even though you uploaded the document, the warning on the screen indicates the reason:

"Barcode could not be read": The barcode on the PDF is not clearly visible. Download a new document from e-Devlet and upload it; do not upload a screenshot or low-resolution copy
"Document could not be verified": Displayed when this document cannot be found on e-Devlet. Download the document from e-Devlet again and upload it
"This document does not belong to you": The Turkish ID number on the document does not match the identity you are verifying with. Upload a document obtained in your own name
"This document is not a residence document": A different e-Devlet document was uploaded. Use the document obtained from the Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama service

If you have an issue uploading the document

If document download is successful but you cannot upload to Paribu:

Check the file size: The document is rejected if it is larger than 10 MB
Select the correct file: Select the PDF you downloaded from e-Devlet from the file selector
Check your internet connection: A weak connection may cause upload errors

Note: If you cannot complete the address document upload step right now, you can skip this step using the Verify later button. However, some operations may be limited until address verification is complete

Where do I obtain the residence document?

You can obtain it from the Yerleşim Yeri ve Diğer Adres Belgesi Sorgulama service under Civil Registration and Citizenship Affairs on the e-Devlet portal. The document is generated digitally and downloaded in PDF format.

Do I need to obtain the document again each time?

It is sufficient that the document was obtained within the last 1 month. If this period has not passed, you can use the document you previously downloaded.

Can I complete the address document upload later?

Yes. You can skip this step using the Verify later button. If ID and face authentication are completed, you can perform some basic operations; however, address verification must also be completed for full transaction permissions.
