Within the scope of the Financial Crimes Investigation Board (MASAK) General Communiqué (Sequence No: 29) published in the Official Gazette on 28 June 2025, the withdrawal limits, waiting periods, and the requirement to add a transaction explanation for crypto asset transactions will start to be applied as of Wednesday, 23 July 2025.
Withdrawal limits
Under the regulation, for stablecoin crypto assets such as USDT, USDC, and similar, a daily withdrawal limit of a maximum equivalent to USD 6,000 and a monthly withdrawal limit of a maximum equivalent to USD 100,000 will be applied.
Waiting period
Under the regulation, in order for crypto assets held in an account or acquired through a new purchase/deposit to be withdrawn to a different wallet for the first time, a waiting period of 72 hours will apply, and for subsequent withdrawal transactions a waiting period of 48 hours will apply. The withdrawal transaction may be completed by repeating the withdrawal steps once the waiting period ends.
While the waiting period applies to all crypto asset withdrawal transactions, the withdrawal limit will apply only to stablecoin crypto assets.
Within the exception specified in the Communiqué, liquidity providers, market makers, and users engaged in arbitrage may be exempted from these rules.
Transaction explanation
For all crypto asset transfers, it will be mandatory to add a transaction explanation of at least 20 characters in the transaction explanation field.
